DR1:In response to a request for endowment review documentation for this FRN, you requested to cancel the FRN. While we acknowledge the cancellation request, the FRN is being denied because you do not meet the endowment requirement to participate in the E-rate program. The statement in your response, “St. Francis High School's endowment has exceeded $50M. Please cancel the FY2018 application”, demonstrates that your entity had endowment balances that exceed $50 million, thus making your entity ineligible to participate in the E-rate program. Federal Rule 47 CFR 54.504a1i states that only schools that meet the statutory definition of elementary and secondary schools found under section 254h of the Act, as amended in the No Child Left Behind Act of 2001, 20 USC 7801.18 and 38, do not operate as for profit businesses, and do not have endowments exceeding $50 million are eligible for support from the E-rate program.
