DR1:No contract or legally binding agreement was in place when the FCC Form 471 Certification was filed. FCC Rules require that a contract be signed and dated by the applicant or a legally binding agreement is entered into prior to the filing of the FCC Form 471 Certification for the products and services requested. Since this requirement was not met, the FRN is denied.||DR2:Based on the documentation provided during the Selective Review, the FRNs will be denied since you did not provide sufficient information to demonstrate the entity meets program rules for competitive bidding. Specifically, you did not provide responses to confirm the establishing FCC Form 470, and provide a copy of the RFP. You did not provide copies of all bids, your vendor selection documentation, or contracts which were valid for the current funding year.
