The RAL change that was not allowable was: Operational SPIN change.||MR3:A SPIN change from AKA COMP SOLUTIONS to ACS International Resources, Inc was requested. This request appears to be an Operational SPIN change. Operational SPIN changes must be postmarked or received no earlier than the date of your Funding Commitment Decision Letter (FCDL). Under the Program procedures, USAC is unable to process requests for pre-commitment Operational SPIN changes.
