MR1: The category of service was changed from Telecommunications to Voice Services in accordance with Program Rules. According to the FCC Order 14-99, Voice services are subject to a phase down of support beginning in funding year 2015. As a result, the Discount Rate of this FRN was reduced from 90% to 70%. <><><><><> MR2: The FRN was modified from $1,604.75 per month to $1,213.44 per month to agree with the applicant documentation. <><><><><> MR3: The amount of the funding request was changed from $1,213.44 per month to $566.42 per month to remove: the ineligible service(s) VZ Navigator for $6.99 per month, Total Equipment Coverage-Asurion for $8.00 per month, Non-eligible Element of bundled Voice/Data Plans for $522.00 per month, Data Plans for $110.03 per month. Per the FCC Order 14-99, individual data plans or air cards are ineligible unless applicants can demonstrate either that installing a wireless local area network is not physically possible or that individual data plans are the most cost-effective option. <><><><><> DR1: Documentation provided demonstrates that the price of the eligible products and services was not the primary bid evaluation factor in selecting the winning bidder. Program rules require that applicants select the most cost-effective provider, with price being the primary evaluation factor. Since you did not meet this requirement, this FRN must be denied.
