This request appears to be an Operational SPIN change. Operational SPIN changes must be postmarked or received no earlier than the date of your Funding Commitment Decision Letter (FCDL). Under the Program rules, USAC is unable to process requests for pre-commitment Operational SPIN changes. <><><><><> DR1: The FRN is denied because the applicant failed to respond to the Administrator?s Request for Information. You did not provide any documentation to determine if the entity that filed the E-rate Forms 470 or 471 had received authorization to file on the entity?s behalf.<><><><>DR2: Documentation indicates that you did not have a written Technology Plan at the time the Form 470 was filed. FCC rules require applicants to have a written technology plan at the time the Form 470 is filed, if they are seeking discounts for more than basic wireless and wireline telecommunications services. The technology plan must also cover the funding year during which discounted services are being requested.
