MR1: The Contract Award Date was changed from 3/20/14 to 3/18/14 to agree with the documentation provided during the review of the FCC Form 471. <><><><><> DR1: FCC rules require applicants to carefully consider all bids and chose the most cost effective solution. Documentation demonstrates that the applicant did not consider all bids. Therefore, the applicant has violated the competitive bidding rules and the FRN is denied. Correspondence provided during review shows that service provider Comcast contacted the applicant 2/13/14 indicating a desire to provide a bid for the services requested in the FRN. The applicant did not provide a response to Comcast until 3/5/14 and in that response it was communicated to Comcast that the applicant had already chosen a service provider for the FRN. The applicant was unable to demonstrate that their vendor evaluation took place prior to the date they were contacted by Comcast and thus the decomentation as submitted indicates Comcast should have been allowed to submit a bid and in turn included in the bid evaluation process.
