MR1: The FRN was modified from $2,450 monthly to $1,073.38 monthly to agree with the applicant documentation. <><><><><> DR1: For FRN 2561407, you are requesting Local/LD over a T1 service. USAC received information showing that potential bidders for your telecommunications services (Local/LD over a T1) contacted you within the 28 day bidding window seeking information on your service requirements. Since you posted FCC Form 470 # 187160001150131, which included a request for Digital Transmission service, Local /Long Distance services, you are obligated to receive and assess all bids and to provide potential service providers with requested information so that they may provide responsive bids. Failure to do so hinders an open and fair competitive bidding process. The competitive bidding process is not fair and open, as required by FCC Rules, when potential bidders are not provided information they need in order to prepare a bid responsive to the services requested on the FCC Form 470. Documentation submitted during the review shows that you failed to respond to all potential bidders that contacted you within the 28 day bidding window seeking information on your service requirements. You therefore hindered an open and fair bidding process and FRN 2561407 is denied.
