MR1: This is a new FRN. It was split from FRN 2441603. The new FRN contains the following service: internet access service to Lansing Residential Center, #211923, and Middletown Residential Center, #211927 <><><><><> DR1: Based on the documentation you provided during the Selective Review, Application 894921 FRN 2558687 will be denied for failure to advise bidders on your FCC Form 470 that a Request for Proposal (RFP) was used in the bidding process. Your FCC Form 470 RFP box was not checked however you did release an pdf document to potential bidders. On page 2 of this pdf document you indicated that this is not intended to be an RFP however under E-rate definition it is clearly an RFP. It includes detail specs that go way beyond the generic Internet Access requested on the 470 and contains a bid due date.
