The vendor selection documentation created during the bid evaluation period did not clearly demonstrate that price was the primary evaluation factor considered in selecting the winning service provider's proposal. In response to a clarification information request pertaining to this issue, you requested cancelation of the FRN. While we acknowledge the cancelation request, the FRN is being denied since we could not determine a fair and open competitive bidding process was conducted with price of the eligible goods and services as the primary factor in the vendor selection process.
