DR1: Based on the documentation you provided during review, FRN 2431096 will be denied because you did not consider all bids received in response to the FCC Form 470 during your evaluation process. During the review of this FRN, you stated that you disqualified all but one bid but your explanation for the disqualification is not supported by the underlying documentation and the bids should have been evaluated as required by FCC order. Furthermore, a review of the correspondence indicates that you did not respond to questions from a potential bidder about the services sought, thereby hindering their response. Because you failed to consider all of the bids received before selecting a winning bidder, FRN 2431096 will be denied.
