FCC rules require applicants to carefully consider all bids and choose the most cost effective solution. Documentation demonstrates that the applicant did not consider all bids. Bid documentation provided shows that you received bids for this FRN from multiple service providers which including specific pricing and these bids should have been evaluated since sufficient bid information including pricing was provided by the vendors. You did not properly consider and evaluate all bids in violation of competitive bidding requirements and the FRN is denied.
