The Federal Communications Commission (FCC) has debarred John Slaughter from all activities associated with the Schools and Libraries program for a period of three years as a result of his conviction for fraud-related felonies in connection with the Schools and Libraries program.[1] A link to the FCCs Notice of Debarment and Order Denying Waiver Petition is available from USAC website Suspensions and Debarments page at: http://www.usac.org/sl/about/program-integrity/suspensions-debarments.aspx. The FCCs debarment rules provide that ?any persons suspended or debarred shall be excluded from activities associated with or related to the schools and libraries support mechanism.?[2] Jon Slaughter of Beckham Consulting Services, is an E-rate consultant that you used when you filed this application. You indicated that he was involved in either the filing of the FCC Forms 470 or 471 or assisting with the Requests for Proposals. Because Jon Slaughter has been debarred from the Schools and Libraries program, USAC has denied all pending FRNs associated with him, which include the funding in these FRNs.
