DR1:FCC Rules require applicants to retain all documentation for ten years regarding the competitive bidding process. During application review, you were asked to provide all bids associated with this funding request and you were unable to do so. Specifically, you were asked to provide bids for Spectrum and AT&T for the coax connection, however, you did not provide any bids for the FCC Form 470 for Center for Advance Learning. The bids were for another entity not associated with the review of this application. Therefore, this FRN is denied.||DR2:This FRN will be denied for failure to provide vendor selection documentation. During the Selective Review you were asked to provide vendor selection documentation and explain how bids were evaluated, including an explanation of all factors used during the vendor selection process. Although you provided price sheets for each vendor, it is not clear how bids were scored or how you determined price is primary. Since we cannot demonstrate price is primary and you did not provide vendor selection documentation, this FRN will be denied. ||DR3:Based on the documentation provided during the Selective Review, we are unable to determine if FRN 2099063428 meets program rules for competitive bidding. Specifically, none of the items requested during the Selective Review were provided for this FRN or your responses did not adequately address all portions of the questions being asked. As such, FRN 2099063428 will be denied. ||MR1:The FRN was changed from contractual products and services to month-to-month (MTM) to agree with the documentation provided during the review of your FCC Form 471 application.
