DR1:FCC Rules require applicants to carefully consider all bids submitted by service providers and to choose the most cost effective solution. Documentation provided demonstrates that the applicant did not consider all of the bids that were submitted. On February 15, 2019, a bid from RCN Business Services was submitted to Museum of Jewish Heritage. This bid was submitted to Museum of Jewish Heritage through email and submitted to mstafford@mjhnyc.org. The establishing FCC Form 470# 190021073 states that “Bids/quotes/proposals/information requests/clarifications must be sent to mstafford@mjhnyc.org”. It was determined that the bid from RCN Business Services was submitted to Museum of Jewish Heritage in a manner consistent with what is described on FCC Form 470# 190021073. Since the bid from RCN Business Services was not considered by Museum of Jewish Heritage during the vendor selection process, FRN 1999033044 is denied.
