It was created in order to change the service type requested on FRN 1899023121 & 1899023117 from Internet Access / Data Transmission to Voice Services in accordance with Program Rules. According to the FCC Order 14-99, Voice services are subject to a phase down of support beginning in funding year 2015. As a result, the Discount Rate of this FRN was reduced from 90% FRN’s Discount Percentage to 10%.
