FCDL Comment:
DR1:During the Fiber Review, the applicant failed to provide sufficient documentation in response to the Administrator’s Fiber Review Information Request to determine the cost associated with excess strands being installed as part of the Lit Fiber Special Construction request. As a result, we are unable to determine compliance with the program rules and therefore, this FRN is denied.||MR1:The Total Project Plant Route Feet and Average Cost Per Foot of Outside Plant were modified from 1 ft and $1 to 88,221 feet and $7.62 to agree with the applicant documentation.||MR2:The Total Strands were modified from 2 to 6 to agree with the applicant documentation. ||MR3:The FRN was modified from $694,111 to $672,667 to agree with the applicant documentation.||MR4:The Special Construction State/Tribal Match Percentage was changed from 0% to 10% based on third party data. As a result, the additional E-rate discount match was recalculated and Special Construction State/Tribal Match Discount Rate for this FRN was modified from 80% to 90%.
