FCDL Comment:
DR1:FCC Rules require applicants to carefully consider all bids submitted by service providers and to choose the most cost effective solution. Documentation provided demonstrates that the applicant did not consider all of the bids that were submitted. Therefore, the applicant has violated the competitive bidding program rules.||DR2:The Program rules require that a signed contract or a legally binding agreement with the service provider be in place at the time of the submission of the FCC Form 471 Certification. Documentation was not provided to demonstrate that a contract or a legally binding agreement was in place when the FCC Form 471 Certification was filed; therefore, your FRN is denied. ||DR3:During the review of your application, you were asked to provide copies of your competitive bidding documents such as copies of bids, vendor evaluation score sheet, without these documents we are not able to complete your review and must therefore deny your funding request.||MR1:Your FRN has been approved with the Contract Expiration Date of 6/30/2017. Although FCC Form 470, RFP and/or contract indicate you were seeking a contract with extensions, your contract does not include a definite end to the number of extensions. Program requirements do not allow for contracts with indefinite terms. Therefore, you must file a new FCC Form 470, evaluate the bids received and sign a new contract with a finite contract term for Funding Year 2017 and onwards for which you will seek this service.
