The FRN was modified from $190,809.16 to $89576.63 to agree with the applicant documentation. <><><><><> Competitive bidding violation and conflict of interest exist when an applicant?s consultant, who is involved in determining the services sought and who is involved in the selection of the applicant?s service provider(s), is associated with a selected service provider. The consultant on this application is Todd Gilbert. Gilbert is associated with Technology Advantage in that Gilbert has a familial relationship to Sherman Mulberry, the President of Technology Advantage. Responses from the service provider and the consultant did not provide sufficient evidence to disprove competitive bid violations due to their association.
