FCDL Comment:
DR1:A contract bidding violation for a new service was signed or entered into prior to the expiration of the required 28-day waiting period computed from the date of the posting of the FCC Form 470 to USAC’s web site which violates program rules. Since this requirement was not met, the FRN is denied.||DR2:Applicants are required to conduct a fair and open competitive bid process. Applicants are also required to post the FCC Form 470 and any requests for proposals (or other bidding documentation) in the E-Rate Productivity Center and wait at least 28 days prior to selecting the winning bid. During the review, it was determined that the applicant selected the vendor on 1-8-2021 which is prior to the allowable contract date of 2-16-2021. Therefore, this FRN is denied due to the applicant selecting the winning vendor prior to the end of the 28 day competitive bid period.||DR3:During the Fiber Review, the applicant provided insufficient documentation to determine if the most cost effective option was selected and has not demonstrated compliance with the rules. Therefore, this FRN is denied.||DR4:Your RFP deadline or response due date must coincide with or be later than your FCC Form 470 Allowable Contract Date. Since your RFP response date was prior to the FCC Form 470 Allowable Contract Date, this FRN is denied.
