Based upon review of your FCC Form 471 application, we were not able to validate your requested rural classification for Pickens County Library, Tech Center, Dist 6 Admin, Spartanburg DO, Horry DO, Anderson DO, Edgefield DO, Lexington DO, Anderson 2 DO, Lexington 5 DO, Fort Mill 4 DO, Operations/Aits & York 2 DO. The urban/rural classification is determined by the Metropolitan Statistical Area (MSA) data from the US Census. The county of Anderson, Spartanburg, Florence, Horry, York, Cherokee, Edgefield, Lexington, Florence, Pickens and Dorchester is urban according to "Table of Rural Areas by State." USAC only uses "Table of Rural Areas by State" in the SLD web site at http://www.universalservice.org/sl/applicants/step04/urban-rural.aspx to determine Rural/Urban classification. The requested discount will be modified to reflect an urban classification. The discount for Pickens County Library, Tech Center, Dist 6 Admin, Spartanburg DO, Horry DO, Anderson DO, Edgefield DO, Lexington DO, Anderson 2 DO, Lexington 5 DO, Fort Mill 4 DO, Operations/Aits & York 2 DO will be modified from 70% to 60%, 65% to 62%, 76% to 71%, 76% to 73%, 78% to 76%, 76% to 72%, 80% to 79%, 63% to 57%, 76% to 73%, 61% to 57%, 51% to 46%, 69% to 68% and 62% to 53%.
