The urban/rural classification is determined by the Metropolitan Statistical Area (MSA) data from the US Census. The county of HONOLULU is urban according to Table Of Rural Areas By State. USAC only uses Table Of Rural Areas By State in the SLD web site at http://www.universalservice.org/sl/applicants/step04/urban-rural.aspx to determine Rural/Urban classification. The requested discount will be modified to reflect an urban classification.
