MR1: The category of service was changed from telecommunications to internet access in accordance with Program rules. <><><><><> DR1: Documentation provided during the review demonstrates that the cost of the proposals evaluated during the competitive bidding process for FRN's 2704061 and 2628897 included costs of both eligible and ineligible products and services. FCC rules require applicants to carefully consider all bid solutions and choose the most cost effective solution with price of only the eligible products and services being the highest weighted factor in the bid evaluation process. Based upon your January 27, 2015 follow-up response, you stated that the "Price" factor on the bid evaluation matrix included the cost of the ineligible portable devices combined with other E-rate eligible costs. Because you included the cost of ineligible products in your evaluation of the price of each proposal, funding will be denied.
