FRNs 2606530, 2606832, and 2652776 will be denied because you failed to select the most cost-effective service offering in violation of the FCC's rules. Specifically, you sought E-rate funding for cellular service from multiple service providers for the same locations and time periods on its FCC Form 471 Application Nos. 959543. The documents that you provided to USAC indicate that you selected Sprint Spectrum, L.P., Verizon Wireless (Cellco Partnership), AT&T Mobility, and T-Mobile USA, Inc. to provide the requested cellular service to the same population during the same time periods. The fact that the Departments required specific calling features is not justification for selecting multiple vendors. A single service provider could provide cellular service to the entire school district. You did not select the most-cost effective offering as required by the FCC's rules and the Macomb Order and funding is denied.
