FCDL Comment:
DR1: The winning vendor was not selected in accordance with the vendor evaluation process described in the vendor selection documentation provided by you during the Selective Review. You did not adhere to your own criteria in the vendor selection process. <><><><><> DR2: FRN 2471089 will be denied because you failed to select the most cost-effective service offering in violation of the FCC's rules. Specifically, you sought E-rate funding for Internet access services from multiple service providers for the same locations and time periods on its FCC Form 471 Application No. 879346. The documents that you provided to USAC indicate that you selected both Time Warner and CenturyLink to each provide the requested Internet access services to the same locations during the same time periods. In addition, the documents provided to USAC do not indicate that CenturyLink was unable to provide all of the requested Internet access services to Albuquerque School District. Therefore, because CenturyLink services were more expensive than Time Warner services, CenturyLink services were not the most-cost effective offering as required by the FCC's rules and the Macomb Order and funding is denied. <><><><><> MR1: The Contract Expiration Date was changed from 06/30/17 to 06/30/18 to agree with the documentation provided during the review of the FCC Form 471. <><><><><> MR2: The FRN was modified from $119,984.30/mo. to $70,489.69/mo. to agree with the applicant documentation.
