Based on the documentation you provided during the Special Compliance Review, FRN will be denied because you did not make bidders aware of the minimum requirements needed for their bid to be considered for evaluation. Bidders were not informed that the service sought had to work with iPhones. You then evaluated the bids received based only on the price of the service. T-Mobile was the lowest cost solution but you disqualified them because their service does not work with iPhones, and you then decided to award the contract to AT&T.
