FCDL Comment:
DR1:Documentation provided demonstrates that the price of the eligible products and services was not the primary factor in the bid evaluation and the vendor selection. FCC Rules require that applicants consider all bids submitted and select the most cost-effective bid for services or equipment, with price of the eligible products and services being the primary factor considered. Since you did not meet this requirement, this FRN must be denied.||DR2:FCC rules require that applicants provide sufficient information with the FCC Form 470 in order for potential vendors to be able to formulate valid service solutions. Specifically, you failed to list the full scope of the project details on your FCC Form 470, and did not disclose the bids you are seeking was for the second half of an already in process installation of equipment requested in a previous year. This FRN is denied because the applicant has not provided sufficient information for potential vendors to evaluate its service needs.||DR3:FCC Rules require applicants to carefully consider all bids submitted by service providers and to choose the most cost effective solution. Documentation provided demonstrates that the applicant did not consider all of the bids that were submitted. Therefore, the applicant has violated the competitive bidding program rules. Specifically, the applicant did not evaluate bids where products other than the Meraki MR36 access points were bid. This is a violation of the FCC's Queen of Peace Order which mandates equivalent products be considered.
