Based on the documentation you provided during the Special Compliance Review, FRN 2605604 will be denied because you did not properly consider all bids received in response to the FCC Form 470 during your bid evaluation process. Documentation was provided showing that you received three bids for the services requested in the FRN from Cyberschool, Sharpschool, and from the chosen service provider, Gaggle. Vendor evaluation documentation was provided which shows that both Cyberschool and Sharpschool were not rated due to lack of features requested. SharpSchool was disqualified from consideration for not including Distributed Administration in its bid. The FCC Form 470 that established the bidding process for the FRN, FCC Form 470# 776330001195130, includes Distributed Administration as an Optional feature. You cannot disqualify a bidder from consideration for not including an optional feature in its bid. Similarly, Cyberschool was disqualified from consideration in part for not including Language Translation, listed as an Optional feature on the FCC Form 470. The FRN is denied since you did not properly evaluate all bids received.
