As a result, the first round of your vendor selection process is considered to be the first tier of a two tier vendor selection process. Price of the eligible goods and services was not a factor in your first tier. Consistent with procedures, price of the eligible goods and services must be the primary factor in each tier of a multi-tier vendor selection process. Therefore, the FRN is denied.
